1 Letter of the President

«The education is a right of the man and the average main part to reach the objectives of equality, development and peace. Girls and boys have to gain everything of a not discriminatory education which, after all, contributes to establish more equaliterian relations between the women and the men. The women cannot take a more active part in the change than if the equality of access to the education and the obtaining of qualifications in this domain are assured them.
The female literacy is an important means to improve the health, the nutrition and the education of the family and to allow the women to participate in the taking of decisions interesting the society. It turned out extremely profitable, on the plan so social as economic, to invest in education and training of classic chap or not girls and women: it is thus there one of the best means to reach a sustainable development and an economic growth at the same time steady and viable«.

Girls and women in a world of equality of the opportunities.
 
2011 surprised us with a chain of rebellions of the youth in North Africa. Having always lived under the dictatorship, it is possible that the education allowed them to see that in the rest of the world, the situation was not the same.
 
Suddenly, the streets of Tunis, Egypt, Libya, Spain, England, Chile were filled with thousand young people who got up against corruption, against misses it opportunities, against the cancellation of their educational future, against the difficulties to reach university or to find a roof to live.
 
This rebelled have many common elements: the auto-organization, the cooperation, the use of the networks of social communication (Internet, Facebook and blogs). The education as the right to reach the equality of opportunities, nondiscrimination, democratic life and peace.
Studies in several countries show that a better standard of living of the population, the expansion of the years of schooling of the children, a better nutritional state, the well-being of the childhood, the decision-making of the women in front of social problems are associated to an upper level of mothers’ education. Consequently a fundamental fight has to aim at increasing the educational levels of the moms to influence a better education for the children and the young people.
 
The central theme of León's RIDEF in 2012 is “The right to education of the girls and the women: the equality of opportunity” our affable to recognize the necessity of analyzing the situation of  women’s education in our countries, their power as agent of the change. This situation is particularly urgent in the continent where the national movements quickly grow and form federations and networks, such as Africa and America.However they stay some more of battles to be begun in Europe and in Asia.
 
In the world, there is 875 million illiterate persons, 2/3 of them are women. Among most than 110 million not schooled children, 70 % are girls.
 
55 million girls do not frequent the school.
. It implies that more half of the girls in the world (56 %) live inside deep phenomena of disparity, incapable to reach the school or to share this space with all the friends of the district.
 
For the girls the problem is worse, because 87 % of them cannot reach the secondary education. In the appointed situation are the majority of the girls and the young people-girls, the migrant populations which move to look for better living conditions.
 
Besides, on the 25 million refugees in the world, 80 % are women and children.
 
One of the objectives of the Millennium for 2015 is to bring the girls and the boys equally at the level of the primary education and to remove the differences to the high school. Are we close?
 
Women and health.
The violence is present in half of the houses in the world. 50 % of women underwent a shape of violence of their partner.
 
According to the WHO, every year, a half-million women die from causes connected to the pregnancy and the childbirth, on 1400 a day, 99 % of them belong to developing countries. These deaths would have been able to be avoided.
 
In sub-Saharan Africa, a woman on three can die in childbirth. In industrial nations, the risk is 1 on 4085 cases.
According to the UNICEF, approximately a third of all the adults living with the HIV / AIDS are less than 25 years old, two thirds are women. '
In sub-Saharan Africa the girls are before infected and faster than the boys. In the age group between 15 and 24 years, two girls are infected for every boy.
 
About 800 000 children under age 15 are infected by the HIV, the 90 % because of the transmission of mother to child.
 
Studies indicate that compared with the women who have certain chap of post-primary studies; the women without instruction may five times more miss basic information about the HIV / AIDS.
 
Exploitation, sexual violence and premature maternity.
 
The girls between 13 and 18 years constitute the group the most mattering in the sexual exploitation. It is esteemed that approximately 500 000 girls under 18 years old are victims of sexual traffic every year.
 
The feminine genital mutilations affect 130 million girls and women in the world and puts in danger
2 000 000 women every year.
 
Most armed conflicts were characterized by the systematic sexual violence against the women. It is a tool of terrorism and "ethnic cleansing".
 
An alarming fact is it of India, where there are 933 women for 1000 men; some researches mention the practice of the antenatal selection of the sex.
 
According to "Save the Children" every year there is 13 million children, arisen from women of less than 20 years all over the world, more than 90 % (11.7 millions) in countries said in development. The complications of the pregnancy and the childbirth are the main clause talked of death at the women between the ages of 15 and 19 years in these zones.
 
Half of the girls who lived in countries in ways of development (except China) will be married at the age of 20. Increase the time which the girls spend to the school is one of better manners to allow them to have a marriage later and chosen freely.
 
Women, girls and economy.
 
In the economy the situation is not very different.
 
Grouping of electoral lists only 37 % of the women in the world are economically active, by receiving ¾ from the average of the male salaries and in the cheap work.
In the posts of work and decision-making we can give the example that only the 16 % of Members of parliament is women.
 
A third of the houseworks are managed by a woman. In Central America and in some African countries, the figure is 50 %. Besides, the women dedicate 70 % of their time to take care of their families. Her contribution to the world economy remains invisible.
 
A challenge
 
The RIDEFs owes constituted spaces to share our visions of the education and the world, to think about the questions which worry us. We invite all the members of the FIMEM to make investigation on the realities of their countries:
 
·          The equity in the access and the preservation of the girls and the young people-girls to the school.
·          The situation of minorities (migrants, autochthonous population, population countryman, unmarried mothers) girls and young people-girls in the education.
·          The presence of the women in education, not only as teacher, otherwise as leader, head teacher, Minister.
·          Educational practices which take care of the equality in the relations á the school and within the family, the care of the children, the domestic maintenance, the homework help.
·          Education in the sexuality and for the protection against the violence and the sexual exploitation of the children and the young people.
·          Access to health services for the girls and the women by insuring protection against the viruses such as the papillomavirus, the access to the prevention of the pregnancies and to the professional care.
·          The social struggle for the equality of salaries, and the leadership of the women in social projects.
The big energy and the commitment found in the organizers of León's RIDEF (women's great majority) invites us to think about the contribution of the women in the expansion of the pedagogy Freinet in numerous countries.
This visible phenomenon in the organization of the first RADEF (Meeting of the Freinet educators of America) and the "RED Freinet América", formed for three quarters of women.
We invite the members of the FIMEM to face to light Léon's RIDEF with the search and the documentation on the situation and the education of the girls, the young people-girls and the women in our countries.

2. Call to the creation of a network of resistance to oppose to the destruction of the public School

Proposition in the Movements, to testify, to inform about the situation of the migrant children in their countries: call formulated by Giancarlo, Jean le Gal (rights of the Children), Ingrid Dietrich, concerning the reality of the children, in particular in situations of migration (for example the room children etc.)
 
2. Reactions of the CA in front of worldwide events.
It seems to us evident and indispensable to react to all information we receive.
We thought about the position of the CA of the FIMEM in front of world recent events and the importance to react in front of natural disasters and of the political fights. We believe that it is important to react for our colleagues who live in the concerned countries. But we became aware of the difficulty reacting in front of this world which becomes more and more complex. For it we took the following agreements:
a) We cannot react to all events which take place in the world. It is not our main task.
b) When there will be political, natural or social events, we shall send messages of solidarity of a general character.
c) In the mail exchanged between the members of the CA about the event, we shall indicate if we act after we received information or if we wait for an urgent answer of the other members, by specifying the necessary extension.
d) In emergencies, we send a message of solidarity through lists (three signatures of the CA will be sufficient to decide on the sending).
e) If it is about a more elaborated position, messages will be published in the philosophic space of the site.
f) The CA of the FIMEM can also use the other supports of communication to inform the other movements, the social organizations: sites, Facebook, Blogs etc.
g) There were messages of solidarity for Tunisia.
h) There were also letters of solidarity of several members of the FIMEM for Japan.
i) There was an appeal to the movements to send messages of solidarity “on paper” to the Japanese children (because Japanese regions was touched by natural and atomic disasters. The systems of electronic communication do not work any more).
 
3. Contacts with international organizations
Giancarlo Cavinato is in relation with Christoph Baker of Unicef in Rome, for the program of the “Educative Cities”, with Francesco Tonnucci of the National Council of the Research / International Project of the Cities of Children, and with NATS, a labor of the children who work in Latin America.
 
Jean Legal, member of the CA of DEI (International children's Defense), has a mission for the FIMEM, with the Committee of the rights of the Children of Unesco with mission to stay up with care of all the measures of the Convention of the Rights of the Child. 
              
To have subsidies for the next RIDEF 2012, Pilar Fontevedra wrote at the Committee of Unesco in charge of the questions of gender equality.
 
The FIMEM  is going to try to establish the other contacts with Unesco (by means of the Bulgarian movement, the current President of Unesco being native of this country) and by means of Professor Volker Lenhart of Heidelberg who worked a lot with with international organizations concerned by the Education (contact: Ingrid Dietrich – initiative was made, but without outcome).
 
4. The activities of the Freinet Movements in the world
 
4a: Africa
 
A. RADEF
A. An African Meeting of The Freinet Educators ( RADEF) took place from the 20 till 28 February, to Dagana ( Senegal) with the presence of the following countries: Benin, Burkina-Faso, Cameroon, Ivory Coast, Marocco, Senegal and Togo. French colleagues were present. The ICEM hopes for the presence of some members of the CAMEM at the Congress of Lille from August 23rd till August 26th, 2011.
 
The CAMEM restructured its office and its work. Samie Essohan of Togo is responsible for the Newspaper. His second is Mamadou Demba. Mohamed Id Babou is responsible for questions of training and for elaboration of new projects.
 
The EPI foundation brought a grant to the CAMEM for the organization of this meeting and the purchase of a computer and a printer for every movement of the CAMEM.
The EPI helps in the financing of training courses in the countries of the CAMEM.
(Training courses took place in Benin, Burkina-Faso, Cameroon, Morocco and Togo).
 
 
B. TUNISIA
It is necessary to specify that Camem, within the framework of the project EPI, gives a financial support to Souad to help to set up a Tunisian movement.
 
The CA sent to Souad a letter of recommendation to support its presence in the Forum of the Civil society (gathering of the NGO (Non Governmental Organization), which is organized by Tunisian and French associations, in association with the Embassies of France and Tunisia as well as with the “Institut Français” and the French Agency for the Development. This Forum aims at favoring the exchange of values and experiences and at allowing to impulse common projects. It will take place from 20 till 21 May 2011 in the Museum of Science and Industry of Tunis.
 
C. CAMEROON
From 4 till 7 April 2011, was held within the private and laic school named “Les Dégourdis”,  the first seminar of training of AECEMO teachers under the coordination of the CAMEM. Workshops  were organized on the Freinet Pedagogy, the Modern School techniques, the Participative Democracy at school and on the rights of the Child.
 
D. IVORY COAST
The FIMEM received a beautiful present of the Ivory Coast movement: a sculptured wooden elephant (photo in appendix). We hope that he can be allowed transport until the Ridef of Leon!
 
Further to the terrible confusions which affected this country for this last period, we hope that the stability and the tranquility are again going to be able to allow his inhabitants to live peacefully and  the children to benefit from their rights.
 
E. EQUATORIAL GUINEA
 
A group of Spanish Guinea asked for information on Freinet Pedagogy and for help to Pilar Fontevedra. She sent a message. She did not receive answer at the moment.
 
4 b: AMERICA
 
A.    CANADA
Teresita pursued the contacts with Dana, native of Rumania and who lives and teaches in Canada for years. She connects in Red America, but as messages are in Spanish or in Portuguese, it is not easy for her to communicate and thus to link with this Freinet network. For these reasons, she preferred not to participate in the Freinet meeting of Americas to Teresinha in Brazil.
Teresita advised her to put herself in touch with Marc Audet, from whom we received regularly contributions on the Freinet list of ICEM.
 
A.BRÉSIL
 The 1st Meeting of the Freinet Educators of Americas took place to Teresinha, Piaui Brésil, from 15 till 22 July 2012. The name of the Meeting is: "we scatter ideas, we build roads " with keywords: affectivity, communication, cooperative work, organization, experimental experimentation, popular education, expressiveness. This meeting was prepared by a regional movement of the modern School the Nord-Nordeste of Brazil ( MMENN). It has the support of the other Brazilian movement, the ABDEPP as well as the MEPA of Mexico and FIMEM.
 
A.CHILI
 
The First Freinet Congress took place the 10 and the 11 of January 2011. It  was organized by the Celestin Freinet School of  Pintana in Santiago of Chile. It is the school which managed to resist during  years under the dictatorship of Pinochet, by making a work committed  with the girls and the boys of the discriminated districts. The Congress gathered teachers coming from schools of Santiago and the other regions of the country as well as the educators of Brazil, the Uruguay and Bolivia. These last two countries began to prepare a Freinet training in their country. The Freinet group of  Pintana school had guest Teresita Garduño of Mexico, president of the FIMEM. 
 
The Congress allowed the Chilean teachers to build links with the other Chilean schools with which they intend to form a movement. The essential assembly of "Cooperativa del Movimiento de Educación Progresista Freinet de Chile" took place on May 14th in the city of Santiago. This Cooperative counts with 5 guiding members and 50 other members.
The CA of the FIMEM congratulates the foundation of the Chilien Freinet Movement and wishes him more success in the future.
 
MEXICO
 
MEPA
After the realization of a publication gathering the memory of the RIDEF of Metepec, brought and distributed to present participants in Nantes’ Ridef, the movement continued its work in the direction of the defense of the public school. It denounced the Mexican State which tries to align itself with the directives of the World Bank, by imposing examinations to the school and by compromising the quality of schools and teachers. In reaction, members of the MEPA made public declarations and published articles in the press.
 
A Meeting of the National Network of the Alternative Education took place in the public school Concepcion Meléndez, of Hidalgo del Parral Chihuahua. This school is situated in a difficult zone of Mexico, disturbed by the fights against the groups of the drug traffickers.
The work of the colleagues is extraordinary. They give to the children the possibility of facing the dramatic family situations which they live in their houses
This Congress was placed under the theme: Art, Freedom and Imagination.
 
E. URUGUAY
Gabriella from Uruguay, living now in France, participated in the first Freinet Congress of Chile (see below). She brought precious information on the tracks of the Freinet Pedagogy in her country until the first Congress of the FIMEM of Nantes, in 1957.
Here is a summary:
 
In 1957, during the Congress of Nantes which celebrated the birth of the FIMEM during the 1st RIDEF, there was a representative of the Uruguay. He brought with him the experiences of the missions socio - educational which were organized from 1945, one testimonies of the inheritance of the Spanish educational Missions. Their first one congress took place in 1956, organized by the Centres of Montevideo, Will Rivet, Tacuarembo, Cerro Largo y Durazno where we approved the statuses(statutes) of the Center there. The dictatorship as somewhere else stopped(arrested) this work which brought of the culture, the dance, some music to more remote villages.
We want to work in this Freinet movement which begins to approach the culture and to fight for the education of all the children, the teenagers and their families in the principles of cooperation, autonomy and freedom …

4c - EUROPE
 
ICEM-FRANCE.
 
ICEM is very involved in the fight against the destruction of the public school and against the attacks made by the government against the "resistant" teachers, opposing to opposite directives in the ethics which the Freinet movement defends.        Several meetings under the shape of Salon opened to the public and organized by regional groups had a lot of success: Nantes, Toulouse, Hauteville (near Lyon), Paris.
 
There will be one International Congress from 23 to 26 of August 2011 in Lille.
The theme is “ l’enfant auteur”. Patricia Despaquis of the CA of the FIMEM (and maybe Giancarlo Cavinato) will be present there. In her workshop, she will make reference to the workshop which she led  in Nantes with Catherine Hurtig Delattre. But she will also advertise about the FIMEM and León's RIDEF.
This Congress is organized by both Belgian movements and by ICEM.
There will be 8 colleagues of the CAMEM.
 
As regards the publications, the PMF has disappeared. Those who continue are: bookcase for the school, The “New Educator” and a circular letter for the members
 
The Italian Movement can appeal to Mauro Palma, President of the European Committee for the prevention against the torture, to ask him a support in the fight for the rights of the migrant children.
 
We can plan in the next RIDEF a round table about this problem, with Giancarlo Cavinato, Jean Legal and Ingrid Dietrich.
 
ITALY-MCE
 
In Italy, the general situation is less favorable. Berlusconi grumbles every week against the Public School.
The Italian movement has 505 members. This year, they are going to celebrate their 60 years anniversary. It constituted in 1951 to Fano (Marche region) by Giuseppe Tamagnini, after contacts with Freinet and his visits in Italy.
This year the MCE will make its congress from 8 December until 11th and they invited the President of the FIMEM.
We appointed as honorary Presidents Mario Lodi, universally known, Anna Fantini, one of the first primary school teachers of the MCE, and the woman of Tamagnini, the former president. Some report of our history could be taken with a short workshop to Leon (Giancarlo Cavinato).
 
 
GERMANY.- FREINET - KOOPERATIVE
There is a positive educational development in Germany, at least in the South. In the elections of Baden-Württemberg, the ecological and social democratic parties gained. It pulls positive consequences for the educational system in this "Land Baden-Württemberg".
We discuss hardly the necessity of creating an unique Middle school (College) to 14 years in Germany. The expenses of registration in the Faculties, which take up until 1000 Euro a year, will be abolished. All these changes can have a positive influence on the development of the Pedagogy Freinet in Germany.
"Freinet-Kooperative" established an in-service training, based on 7 modules of training which take place each during 3 days, the ends of the week, in a Training center (Reinhardswaldschule in Fuldatal bei Kassel).
 
Gitta and Elke introduced it. There are the following modules:
1.   Free Expression.
2.   Learn and live the democracy.
3.   Leave the class and learn.
4.   The natural method - learn by doing research and discoveries.
5.   The heterogeneousness of the pupils and his chances for learning.
6.   Inform and bring to light the learnings.
7.   Go to observation to colleagues and participate in a training Freinet course.
The participants receive a Certificate which is recognized by the Administration. This in-service training, which is paying, already takes place with the 4th promotion. The participants make portfolios to inform their own learning and exchange with the others.
 
Most of the participants come from private schools, and their in-service training is taken care by their schools.
 
This in-service training in Freinet Pedagogy brought a big development to the Freinet Pedagogy in Germany, whereas the Congresses and Meetings receive less and less participants. But in April, 2011, there was Symposium on the Freinet Pedagogy at Kassel with 90 participants.
 
Freinet-Kooperative has 510 members.
 
THE ESPAGNE.-MCEP
 
There is a group of the MCEP almost in all the regions of Spain. The members meet once a year in one Congress and they also make a coordination meeting in March with representatives of the regional movements and the coordinators of workshops.
Every territorial group is autonomous. There is a contribution national of 30 euro for the national movement. There are about 200 persons. Several teachers are retired. The movement has an agreement with the Ministry of Education which re-knows the Congresses and the annual training which make the members of the Movement. The annual project of formation is registered in the Site of the MCEP (of January has in June). After every Congress the MCEP publishes a file.
The MCEP has a magazine conscript " Al Vuelo ". The workshop of co-education has its own publication conscript " Menta y Canela ". Other workshops and groups have their own publications. We can find these publications in the Web site of the MCEP: www.mcep.es.
 
 The annual Congress lasts 8 days. The MCEP invites and takes care of the journey and of the training course of one or two persons, members of the Freinet movements. We had Juan Carlos 2008, Ireri 2009 and two Chilean teachers in 2010. This year the Congress took place to Huelva. In 2012 the MCEP will not make the Congress because of the organization of the RIDEF.
On the occasion of the 70eme birthday of the proclamation of II Spanish Republic, the popular Movement of school cooperation ( MCEP) placed the RIDEF of 2008 in Mexico to remember to the exiles and to the Freinet teachers accommodated by Mexico: Patricio Redondo, José Tapia, Ramon Costa and Herminio Almendros. In this tribute, the MCEP wanted to thank Mexico for the reception and the means of a new life.
4d: ASIA
An ICEM militant, Olivier Francomme, received the support of the FIMEM for a mission of evaluation of the possibilities of creating a Freinet group in China. He has contacts there.
The nursery school to Hangzhou, based by Hu Shayeng will take the name of nursery Freinet school, because the educational team made a commitment to respect the Charter of the Modern School.

5. Balance assessment of the RIDEF of NANTES 2010
 
In this board meeting we had the presence of François and Odile Perdrial of the organizing group of the RIDEF of Nantes to present the balance sheet and also to share their reflections about the organization, the characteristics and the results of the RIDEF 2010.
They gave important information:
·    The organizers of the RIDEF of Nantes favored the participation of the young teachers to approach them the Freinet movement and the FIMEM. Then the young people who wanted to work in the organization (and really they made a rich and enormous work) paid 150 euro for the RIDEF. It was also the case of the other members of the group 44, the “Friends of Freinet” and the GLEM that have paid the same sum. Their groups completed the difference: 9100 and 5300 euro.
 
Nevertheless, with these reduced rates, we do not have to favor whatever young people who do not contribute to the success of the RIDEF or who do not participate even actively and full-time in the activities.
 
The RIDEF of Nantes cost as a matter of fact 90,403.88 euro.
·    The participants of Africa who were invited took advantage of the solidarity. They paid 30 euro of registration. (It is not clear for me).
 It is also necessary to give the helps for the countries of the Eastern Europe and America.
·    To be able to organize the necessary documents, it would be important for solidarity that B countries of Africa, America and the Eastern Europe made a list of the participants as soon as possible. The organizers of the RIDEF of Nantes sent one year before an appeal to know persons who would need a visa or an invitation for the RIDEF.
·    It is important to register the duration of validity and the city where we edited the passport. Index cards arrived for the deadlines in April and December, 2009. With this list, the organizers sent the invitation to the persons, to the Ministry of Education and to the Ministry of Foreign Affairs of France. They added the dates of the pre-and the post-RIDEF to validate the presence of the persons in a longer period. So they made a certificate to help the persons to obtain their visa: they assured that they would pay the plane ticket and that the persons would be inns at home.
 
The RIDEF of Nantes cost 30 000 euro for the solidarity.

6. RIDEF of LEÓN on 2012.
We had a rich exchange with the organizing group of León's RIDEF, which very well welcomed us in this beautiful city. We have to work on every day in the Faculty of Education of León in a room with internet. We deeply thank Pilar Fontevedra, Elena Cardeñoso, Rosario Quintanilla (Charo), Luciana Gaitero and Tere Colín for welcoming us, finding us a pleasant space to work and helping us all the time.
 
The information meeting took place on Saturday, April 30th in the presence of Emiliano Padilla, Caesar(César) Trapiello and Juanjo Vicente. We shall find in the appendix a synthesis in Spanish, French, English, German and Portuguese (for the translation, we shall ask help for Flavio of Brazil. Here are the treated points:
There is a general commission from 10 to 12 persons of the MCE who takes care of the preparation of the RIDEF. Others are going to join this kernel last later.
·    The preparatory group presented the chronograms of the preparation.
·    The preparatory group suggests making the request of visas as soon as possible. Mamadou Demba will make a list of the documents for which the Embassy of Spain asks in Senegal. We are going to ask the other African movements and for countries of the Eastern Europe, Colombia and Haiti which documents they’ll need for visas. The MCEP will be in contact very near with movements.
·    There is already a Web site with the first information: www / ridef2012.org.
·    The group presented a provisional budget. Due to the economic situation which is deteriorated in Spain, the accommodation cost 25 euro a day, that’s mean, 250 the week and the meal 23 euro every day, it wants to say 230 euro a week.

·    This financial situation asks for movements reflections. If we want to decrease the prices we need subsidy or an additional help of movements, we need near 15 000 euro in total. The MCEP decided to intend 12 000 euro for the RIDEF - it is the sum which it invests every year for its National congress.
Organizers continue the research for subsidies. We also invite every movement to take steps of subsidies in its own country: organization of activities, savings to be able to bring the total of the expenses of registration.
Freinet-Kooperative gave a 4 800-euro subsidy for the RIDEF.
       MCE Italy has just given 1000 Euro of subsidies for the RIDEF.
 
·    For the preparation of long workshops, it is important to communicate with the responsible of long workshops the theme of the RIDEF so that they can really centre the propositions.( It is not clear for me)
 
·    The appendix Nr. 3 explaining the theme can serve this objective, as well as the general program of the RIDEF. Giancarlo suggests organizing a workshop which compares the way of thinking of men and women.
 
·    We are going to ask the drivers of long workshops:
The theme and the method of their workshop. They have to name a person in charge for articles in the newspaper and another person for the memory. To explain all the details, a meeting will be organized at the beginning of the RIDEF with the persons in charge of long workshops.
·    The short workshops can present a technique, an educational reflection or to present share cultural peculiarities of the country of every participant.
 
·    Basic groups: the organizing group recognizes the interest which the basic groups represent to have exchanges and interactions, but they should be reduced to two or three meetings.
·    There will be a space for exposures on the theme of the RIDEF (exhibition of Isabel Alonso). Publishing houses will also expose books on the theme.
·    For the presentations of countries, we propose that the national groups choose songs which show the role of the woman in the history of each country.
 
7. Visibility of the FIMEM in the RIDEF:
 
The members of the CA suggest preparing activities to become known the FIMEM (its purpose, its foundation in 1957, its history, its current work.). We are going to present this information in the form of a poster, of a PPT and / or of a poster wall.
 
The working room of the CA must be accessible to all the interested participants; the schedule will be publicly shown to allow the guests to follow the work of the CA.
 
8. Planning of the RIDEF on 2014 in Italy
Giancarlo proposes Reggio Emilia (in the North of Italy). It is a town, very beautiful, it looks like León. Everything is close, and there are good working possibilities.
We shall have a bar and a restaurant. The workplace will be close to the city and to the station. There are natural reserves and museums, as well as cities of art near: Bologna, Ferarra, Lorena. We can accommodate until 450 persons.
In the city there is no camping, nor university houses. The cost of hotels in the village is 40 euro a day by person in a double room with breakfast.
The second possibility could being Salerno. There is an active group of the MCE. It is Gifoni Casari who can organize. It is a province near the sea. They make a work mattering against the mafia. It is a space or we organize drama festivals.
The members of the MCE are going to decide on the place of the 2014’s RIDEF in their General assembly in the month of December, 2011.
 
9. Relation with the Faculty of Education of León's University
 
It is thanks to an invitation of the Faculty of Education of León's University that Mamadou Demba was able to come to the CA of León. At the request of the DeanTeresita Garduño presented to the students a conference on the Freinet pedagogy in Mexico and its link with education in Spain. This conference was appreciated as well by the students as by the professors. Examples of the work in the classes were presented. This intervention interested the publics in the RIDEF on 2012.
The dean sought from the group of the MCEP a conference on Freinet pedagogy in Mexico in connection with the education in Spain. This conference given by Teresita Garduño knew reactions and very positive comments as much on behalf of the students as the professors. Examples of the work in the classes were presented. This intervention is going to attract the presence of the students and the professors of the Faculty in the RIDEF on 2012.
 
Bitter this presentation, the dean sought the intervention of Teresita Garduno for an agreement between the Faculty of Education of León's University and the Educational University of Mexico in the training of the teachers and for a training course of the students in Mexico.

10. The current site and the new site of the FIMEM
 
The CA decided to form an international team to build and set up the new site:
: Claude of France, Juanjo of Spain, Luis Ricardo of Mexico City and Flavio of Brazil.
The new site already exists as try site. Patricia made a demonstration of her future functioning for the group.
It is necessary to maintain the current site in functioning until the definitive installation of the new site. This one will be a cooperative site, opened to all those who are interested of the Pedagogy Freinet.
It will make possible that the Movements arrange their documents and their information there.
 
11. Archives
 
Michel Mulat made a big work archive the documents of the current site, the movements and the commissions. We come out carrying not what takes place with these archives, put down in a Documentation center of the city of Nice.
 
The CA discussed Freinet archives of Nice livened up by for more ample information, the CA asked to Ingrid and to Patricia to make spot with Michel to study the possibilities that the archives of Nice offer to  Freinet Pedagogy and to the researchers and the other followers of Freinet.
 
12. The Charter and the philosophic Space of the site of the FIMEM
 
The vote of the General assembly of Nantes for the acceptance of the Charter of the modern School in its new version aroused critics, especially because of the very low majority for this decision.
 
For that reason, it is important that the philosophic space on the site of the FIMEM (former / new) will be opened for the other propositions of the Charter and for the additional documents of a general impact (Charter of the Earth, for example).
 
13. Balance sheet of the orientations
 
Here are the ORIENTATIONS OF THE FIMEM on 2010-2012 and the realizations:
 
Propositions made for the 1st session of the General assembly of the FIMEM (22/07/10)
·    Strengthen the communication between the movements. Encourage the cooperation and the regional meetings. (CAMEM, REA)
o     The CAMEM organized the 2eme RADEF (African Meeting of the Educators Freinet) from 20 till 28 February to Dagana.
 
The 1st Meeting of the Educators Freinet of America, took place to Teresinha, Piaui Brésil, from 15 till 22 July 2012.
            Establish relations with the Spanish movement ( MCEP) for the preparation of the RIDEF in Spain.
            The annual meeting of the board of directors of the FIMEM took place to León. The C.A has to visit the space of the RIDEF on 2012 and the state of the preparations
            Continue the work on the archives of the FIMEM:
            We are going to communicate with Michel to know the current situation.
            Continue the work on the directory with the movements of the FIMEM.
            We had problems for the management of lists, but we begin to resolve them. The CA asked in a circular letter all the movements, to renew their addresses of contact and the current state of their movement. We had only three answers to this appeal (to send the information asked in: dietrich.i@gmx.de or fimem_ca@googlegroups.com.
            Think in the future of the FIMEM.
 
ORIENTATIONS ADDED TO THE 2nd SESSION OF THE GENERAL ASSEMBLY. (25/07/10) (Spanish and French Groups of languages
            Create a network of resistance to oppose to the destruction of the public school.
            There were works in France, Italy and Mexico considers.
            Establish relations with international organizations.
            For the organization of the RIDEF on 2012 to León Espagne, the MCEP established contacts with the UNESCO.
            Create a new cooperative site which allows all the members of the FIMEM to communicate and to work together. This site of the FIMEMl should be accessible for the other interested persons.
            Publish the inventory of the archives which guard the memory of the movement Freinet International as well as the addresses (Mail and Web) where to consult them. (Mayenne, Nice)
            We have not advanced in this work yet.

16. The next CA
 
We shall appeal to the Movements to delegate new members in the CA. It will be preferable to have a more widened CA.
 
Ingrid Dietrich is going to deposit her mandate  in the RIDEF of Léon 2012.
 
There is already a candidate of a Brazilian movement which indicated her interest (Ana Lúcia da Silva, participant of the group Ciudade de São Paulo). This proposition was not ratified by the general assembly of the movement.
 
Candidacies must be voted by the Movements and must be sent to the CA two months before the RIDEF on 2012, which is going to vote for new applications.
 
It is prescribed in the Statutes of the FIMEM and in the internal Regulation
1)     That the composition of the CA has to take into account the international dimension of the Pedagogy Freinet
2)     That the CA must be elected every other year by the general assembly
3)     That every member of the CA makes a commitment for a period of 4 years, with the possibility of prolonging its membership until 6 years
4)     That the CA renews the third party of its members every 2 years
5)     That this third party of the members who have to go out, is appointed to the fate, if he is necessary
6)     That the members of the CA who go out, can be again elected

      Le thème de la Rencontre se déroulera autour du:
      Droit à l'éducation pour les filles et femmes, égalité des chances.
 
       EDUCATION ET EGALITE DES SEXES
 
     “L'éducation est un droit de l'homme et constitue un instrument indispensable pour atteindre les objectifs d'égalité, de développement et de paix. Une éducation non sexiste est utile à la fois aux filles et aux garçons, et prépare et préfigure des relations égalitaires entre les hommes et les femmes.
 L'égalité, en ce qui concerne la scolarisation est nécessaire pour que les femmes soient les actrices d'un changement souhaitable. L'alphabétisation des femmes est importante pour; d'une part améliorer les habitudes en ce qui concerne la santé, la nutrition, l'éducation familiale et d'autre part pour les former a une participation plus active et égalitaire dans les décisions concernant la société en général.
 
THEME OF THE MEETING ( RIDEF)
 
      The theme of the Meeting will take place around:
      Right in the education for the girls and the women, the equality of opportunity.
 
       EDUCATION AND GENDER EQUALITY
 
     " The education is a right(law) of the man and establish(constitute) an indispensable instrument to reach(affect) the objectives of equality, development and peace. A not sexist education is useful at once(at the same time) for the girls and for the boys, and prepares and prefigures equaliterian relations between men and women.
 The equality, as regards the schooling is necessary so that the women are the actresses of a desirable change. The female literacy is important for; on one hand to improve the habits as regards the health, the nutrition, the family education and on the other hand to train(form) them has a more active and equaliterian participation in the decisions concerning the company(society) generally.
Demonstration was made that the investment in the right to education for the girls and the women, is one of the best means to end in a sustainable development and in a steady and long-lasting(sustainable) economic growth. "

 The theme of the RIDEF 2012 answers perfectly the Objectives of the Millennium, specially as for the objectives 1et 2.
 
·          Objective 2:
·          Assure(Insure) a universal primary education.
             Guarantee that in 2015, every child, whether it is girl or boy, about or its country, can benefit from a primary educational complete cycle.
 
·          Objective 3:
·          Promote the equality between the sexes and the autonomy of the women.
·          Eliminate the disparities between the sexes in the education primary and secondary, if possible in 2005 and in all the levels of education in 2015.
 
On the other hand, the OEI published in October, 2008 an entitled document: " educational Purposes on 2021:
 The Education which we want for the generation of the Bicentenaries ".
 This document analyzes the schooling in Latin America, the current projects, the existing challenges and the purposes to be reached, of which we underline a priority which seems to us important:
      Delete the disparity between the sexes in the educational domain, by guaranteeing in the youth the equaliterian access to a good quality basic education for  all.
 The most optimistic figures consider that 55 million girls are not schooled and that at least 23 countries are not capable of guaranteeing a universal primary schooling for 2015, as recommend it the objectives of development of the Millennium.
 
    In spite of significant progress in sub-Saharan Africa and in Southern Asia it is exactly in these regions that the girls are least taken into account; in South Asia. The absence of these rights for the women is the fact of decisions or absences of decisions on behalf of the adults, as underlines it the Declaration on the right of the Children, it will be impossible to find coherent answers in these problems without the active participation of the girls and the teenagers to resolve these difficulties.
Consequently, the search for solutions and for alternatives for and by the girls should facilitate another method of approach the processes of democratization in the public place, so that the minors are included in the decision-making of the adults or so that they can ask them for accounts. The democracy at the School, to give the floor to the children, is this way one of major principles of the Pedagogy Freinet.
 
56 % of the population in school age lives in countries where there is no equality of sex as regards the primary education, the figure amounts to 87 % as for the secondary education, the difference being more important for the teenagers.
The end of 2005, we know that the objective of gender equality, the objectives of the " Development of the Millennium " failed in 94 countries on 149 of which we have information.
86 countries risk not to reach the parity-workplace gender equality of the sexes for 2015, 76 countries did not reach this objective as for
 
This discrimination from which suffer the girls and the teenagers in the school frame, is due, partially, to the lack of " feminine model " seen teachers / women's little and absence of an initial and permanent training in the direction of teachers around the problem of the equality women / men.
To eliminate the prejudices on the opportunity of a schooling of the girls, an important measure would be to encourage the presence of positive benchmark models, as are the mistresses who can encourage the girls to study.
Studies which are the necessary base to develop all their potentialities, their economic and emotional independence, giving them more freedom and opportunities.
Many developing countries suffer from teachers' deficit, particularly in the high school and in the University. On the other hand, it seems important to favor the vocational training of those who are already in post, to make sensitive them in an approach taking into account the gender equality.
 
Our priority is today to look for all the possible subsidies to finance partially or altogether the expenses of participation in the RIDEF on 2012 of teachers of the Third World, in particular teaching women in difficulties economic and avid to participate in our Léon's reflections.

Chapter 11: Archives

The BD instructed Patricia and Ingrid to visit Nice place and learn about the place where the Archives of Freinet Pedagogy are deposited , and the way to study on site. They will trip according to their personal availability, if possible until the spring of 2012.

Reply Michel : it generates a lot of unnecessary costs because inventories are available on the website of the Departmental Archives in Nice.

The BD discussed the fact that Michel Mulat has created a parallel structure to the archives of the Amis de Freinet . He chose to do this work alone and decide on the use of results amone, instead of setting up a cooperative work Memory Movements .

Reply Michel : The decision was taken in FIMEM BD, appears in almost all INFOR from Metepec and eveybody could follow the progress of work each month by looking on the site table of activities of each member of the BD. In addition, INFOR 57 states that this work was part of orientation voted in the Metepec General Assembly. In France the decision was taken by the Commission Henri Portier, ICEM Committee at the beginning of 2007, in consultation with the ICEM BD since a board member was part of the commission.

Conclusion Michel : These claims are false, the BD has a duty to correct them.
